A floor plan is a horizontal cross section at mid height looking down; I assume a RCP to be defined the same way mid height looking up. Otherwise, windows would show as solid wall, and there would be no representation of lowered bulkheads. One must remember to view the drawing set as a whole though - some details like borrow lights, lofts and vaulted ceiling pitches won't show on the RCP, and must be realized from other means such as an elevations or cross sections. The best source for a definition would be the AIA.
